A venture of the U.S. Department of Défense’s Advanced Research Projects Agency, the network trusted the transmission of packets of data. Santa Barbara huddled between the Pacific Ocean and the Santa Ynez Mountains just two hours north of Los Angeles. Its superb location is at the edge of the Pacific Ocean.
